Amendments:
  • On May 7, 2013, the City and County Planning Commissions recommended adoption of the Comprehensive Plan amendments in Exhibit B, below and the City Planning Commission recommended the Code amendments, with modification, in Exhibit C, below. A joint City-County Elected Officials public hearing is now being scheduled. The date and time of that hearing will be posted to this web page when it is set.

  • Now posted below: Draft Aquifer Protection Plan.For the Appendices to the Draft Aquifer Protection Plan, see the Water Quality and Quantity page of this web site. The Plan has been reviewed by the Department of Environmental Quality (DEQ) and Oregon Health Authority (OHA) and addresses all comments made by these agencies. The Plan is ready to be state-certified. Any changes to the Plan requested during the public outreach and adoption process will be forwarded to these agencies for approval.

Ecological Growth Element:
 
Ecological Growth Planning integrates needed policy and code changes resulting from the other project elements and will result in proposed revised regulatory and land use policies and measures, including: changes to the Comprehensive Plan and Codeto incorporate the Guiding Principles; to include specific policies and measures to protect water quality and quantity; and to explore incentive based strategies, such as transfer of development rights, if feasible for Florence.

Protection measuresinclude such tools as revised stormwater management best management practices;public education and outreach, policy, and code requirementsto protect the North Florence Sole Source Dunal Aquifer; planning and regulatory requirements to protect significant wetlands and riparian areas,primarily for water quality protection and flood storage and delay;incentives; and other tools to address environmental impacts of growth.
 
The Study Area for any land use measures resulting from the various Project Elements is the Florence Urban Growth Boundary.
